Part of the reason why many an employee seeks to move up is because of the money involved with the position.
An important aspect is the qualifications of the person who is to manage the project. This is because an unqualified person is not going to be effective in the role. They will have no idea what is going on, and that will grind productivity to a standstill, delaying the construction as a whole.
